I’m assuming both external drives would be connected at the same time? Yes it’s brilliant. It will overwrite only when something has been changed and, in keeping with the underlying magic of the unix rsync command, it will also delete superfluous files if they have been deleted on the original drive. With solid state external drives it’s wonderfully fast.
