Project build error: Non-resolvable parent POM for org.guvnor:guvnor:[unknown-version]:

I am getting the following error while setting up the development environment in eclipse. Please help me with the solution.

Project build error: Non-resolvable parent POM for org.guvnor:guvnor:[unknown-version]: Failure to transfer org.kie:kie-parent:pom:7.1.0-SNAPSHOT from https://repository.jboss.org/nexus/content/groups/public/ was cached in the local repository, resolution will not be reattempted until the update interval of jboss-public-repository-group has elapsed or updates are forced. Original error: Could not transfer artifact org.kie:kie-parent:pom:7.1.0-SNAPSHOT from/to jboss-public-repository-group (https://repository.jboss.org/nexus/content/groups/public/): repository.jboss.org and 'parent.relativePath' points at wrong local POM

I am trying to setup my development environment. I have attached the pom.xml file i have. I have downloaded the source from https://github.com/kiegroup/guvnor.git.
I want to know what is the difference between https://github.com/kiegroup/guvnor.git this source and https://github.com/kiegroup/drools.git.
Please help me to understand this, and to setup development environment. I am new to this area.

Above error i have got because proxy is blocking in connecting to maven server. So people behind proxy want to use maven repositories make sure your proxy is set accordingly.
