The first `3C3F" looks normal as it is the opening of an XML declaration: "<?" -- the latter looks like it might be a less formal SVG, i.e. an SVG snippet, e.g. beginning with "<svg" -- instead of the full XML declaration.
PRONOM doesn't currently have signatures for the snippet form, though as signature devs we know that it's just as likely a snippet is valid even if it doesn't follow the most strict definition, of, in this case, an XML file.
If it does look like it is SVG with everything except the XML definition then it might be worth opening a discussion about SVG or XML snippets here:
https://github.com/digital-preservation/PRONOM_Research/issues -- there might be a way to relax the signature, or there might be some clarity on the PRONOM policy on snippets to provide/document, or some other solution, e.g. a new PUID.
There is a related XML conversation (
https://github.com/ffdev-info/wikidp-issues/issues/36) the PRONOM team are aware of and have been part of but it is difficult to get traction on with lots of competing priorities for folk. But still, it's good to raise awareness.
