elevator- bad news

The super just let us know that the passenger elevator will be down potentially as long as a week (they need a part to fix it).

He (the super) promised us that he will be here operating the freight elevator every day until 9pm (I told him that we had programming each night until 9 and he promised to be here to bring people up).

Why do we need the super to operate the elevator? If we unlock it can we just use it?
