Signature guarantees from CIBC?

Computershare recently rejected a transfer because they didn't like the guarantee that was made by a CIBC officer.
I no longer have the form, but I do believe the guarantor had the proper stamp and affixed his number.
Seems that Royal & TD are the only institutions that can currently do non-Medallion guarantees.
I don't think this was always the case. What happened to BNS & CIBC?

In the long ago this failure was usually a result of the institution updating their "book of signatures" but not having sent the updated book to the "upstream".

The tip, if I recall, was to ask how long the person signing had been in the book, and prefer employees with more than a year's duration.

BMO still claims to have Medallion STAMPs but they consolidated the program so only a few branches have it now.
