Nitrite (NO2) standaeds as 50 mg/l as/ psqca

I have a simple question about the subject standard,
Table ll at Page 4 of thw subject standards ,please see link

item 14 says Nitrite as (NO2) mg/l Max  50
1. Does PSQCA confirm that it is final and we stand behind this figure ?.
2. what is the meaning of characteristics  for drinking water ?
3. Requirements and
4. Nitrite as (NO2), mg/l Max      50

combining all three , I tend to conclude the drinking water has to have this value 
to be fit for drinking , as per our national standards

Shall appreciate , as a common user , clarification.
