Is Dream3D software capable of creating a 3D volume using serial sectioning SEM images as input, considering a two-phase system with the matrix as the first phase and the precipitates as the second phase?

Are you asking if DREAM3D-NX can reconstruct from an SEM Serial sectioning? Yes it can. 

If you are asking if DREAM.3D can generate a synthetic microstructure based off of statistics computed from an SEM Serial Sectioning experiment then I believe it should be able to. The only thing you would be missing is crystallographic orientation data, but you could either just ignore that output from the synthetic generation or try to generate something realistic for your microstructure.
