Registering for API access

I am attempting to create an API account for Dev and testing however the link navigates to a Not Found page. 

can you provide the process for registering for an account?

Perhaps this used to be helpful for Dev accounts, but it seems the free trial explicitly does not allow for 3rd party integrations now. Is there a way to set up a developer account today?
