Possible to Send SMS/Email Reminder for Non-Appointment Reasons?

I know there is a built in notification system, but this is only for appointment reminders.

I have a script that is updating lab results for patients and am wondering if it would be a possibility that there would be a way to send a notification to the patient using the same system.

I noticed under https://status.drchrono.com/ that Twilio is utilized. Is there a way to tap into this API or is my only option going to be setting up my own notification system?

Unfortunately, the functionality you seek isn't available via DrChrono's API. Your best bet is to develop this functionality on your end.
