Cannot move draw.io to a second screen

Hi, 
Sicne I updated the draw.io applciation I cannot drag the whole app from the "header" and drop it to a second screen. 

Has this setting been disabled?

it's the desktop version (windows OS)
draw.io version 15.7.3

Try to move the app by click&drag anywhere on the title bar (marked green). If you click anywhere on red (next to the Menu bar) you won't be able to move the app.

Right under the closing X in the upper right corner of the drawio window, you will see the double arrows/carrots/^ 's pointing down.  Click those and they will point up, and show the title bar noted above allowing you to move drawio window to another screen.  

I had the same problem and was looking at this thread when I happened to click them and it worked.

I've upgraded to the most current version of draw.io (v24.7.17) desktop for Windows platform.  Even with the title view, I can't move the window to another screen.  And draw.io always opens to my primary monitor screen.

The Draw.io application doesn't display the standard Windows management controls (see them circled here for Excel)

I finally found the option to disable "Fullscreen" here:draw.io Windows management - 2.png
And now the window displays as a re-sizable window with the standard MS Windows minimize, maximize, and Close icons in the top right.
