Can't add a Swimlane - where is the Table Button on the Arrange menu?

Hello, I want to add a swimlane to my chart. The online tutorials say to select the entire Pool, go to Arrange tab and there will be a Table button to add the lane. I am in v 28.06 and see no such button, screenshot below:
