The new voice control on macOS catalina seems pretty similar to windows speech recognition. I've googled around to see how something like Dragonfly could be hooked into it, but haven't had any luck. Any ideas or plans to get dragonfly working with macOS voice control?

Not sure, but if you're on mac, talon is a good option.

I have mac and windows machines. What I was hoping for was the ability to maintain a single set of command libraries that could be leveraged by both platforms.

I did take a look at Talon - seems to be driven by Dragon rather than the new macOS voice control (which will lack the tight integration with the OS)

A Dragonfly engine backend for macOS Voice Control would be nice to have, although there are no plans that I'm aware of to implement that. I am also unable to find an API in Apple's developer documentation that's explicitly for interacting with the new Voice Control feature. I guess I could have just missed it though?

Rather than implementing a new engine, it should be possible to get the Kaldi engine working on macOS and utilise Aenea's mac implementation to get AppContexts working properly. This way, you could use your Dragonfly grammars like normal and swap to Voice Control for dictating prose and other tasks where it's more suitable.
