SW3L downlink problem

Hello,

I have bee trying to send a down link to reset the flow level on the SW3L water flow device but it does not seem to be working. i can reset the device when i use the AT+ SETCNT =1 over Bluetooth but when i use A6000001 as a down link it does not seem to do anything. can anyone help me.
