MS48 no heartbeat

I have a MS48 that transacts sensor packets with TTN correctly but TTN never sees a heartbeat packet.

Through this troubleshooting process I've deleted the gateway on TTN and recreated using a new EUI. I've update the MS48 hosname to reflect the new EUI and this might confusing the issue? But again, I'm getting sensor packets just not the heartbeat.
Thoughts ?

I've opened port 1700 through the clients router and set the MS48 with a static IP with no change.
Further troubleshooting with an independent internet connection shows the issue is not with the router.
I tried installing the Chirpstack server and now heartbeats seem to be coming through to TTN.
