Adding practitioners - Getting access denied response

Hi,

I need help.  I tried to add practitioners through https://sandbox.dpc.cms.gov/api/v1/Practitioner/$submit and i'm getting the following response.  

Could you please help me what i'm missing.

    <TITLE>Access Denied</TITLE>

You don't have permission to access

    "http&#58;&#47;&#47;sandbox&#46;dpc&#46;cms&#46;gov&#47;api&#47;v1&#47;Practitioner&#47;&#36;submit" on this server.
