Can a nursing home provider access Medicare FFS data about their patients/residents through DPC or must it be a treating physician/NP?

Thanks for your question. 

Yes, a nursing home provider can access Medicare FFS claims data on their patients through the DPC pilot. Provider organizations and vendors are encouraged to test the API and its capabilities using synthetic claims data in our sandbox environment before requesting access to the production pilot data.

CMS requires practitioners at this time to attest that they have a treatment related purpose for requesting claims data.
