Short-lived climate pollutants (SLCP) are powerful climate forcers that have relatively short atmospheric lifetimes. These pollutants include the greenhouse gases methane and hydrofluorocarbons, and anthropogenic black carbon. Because SLCP impacts are especially strong over the short term, acting now to reduce their emissions can have an immediate beneficial impact on climate change and public health.

Once an educator holds a current three-year short-term substitute license, they may short-term substitute at any Wisconsin school district that employs them. This license allows the educator to be in a short-term (no more than 45 days in a specific assignment) substitute assignment. The Three-Year Short-Term Substitute license does not allow the license holder to be in a long-term substitute assignment. For long-term substitute assignments, the applicant may apply for a License with Stipulations if requested by the employing school district. A license with stipulations requires the educator to be enrolled in and complete a state-approved educator preparation program in the subject or grade level of their assignment under the License with Stipulations.
The state superintendent has authorized districts to provide their own training for short-term substitutes and approved the WTCS Foundations of Teacher Education associate degree program as meeting the requirements of substitute training.

Black carbon has a short atmospheric lifetime, on the order of a few days to weeks, so effects are strongly regional. Black carbon particles give soot its black color and, like any black surface, strongly absorb sunlight. In snow-covered areas, the deposition of black carbon darkens snow and ice, increasing their absorption of sunlight and making them melt more rapidly.
There are four types of fluorinated gases (F-gases), most of which are human-made: hydrofluorocarbons, perfluorocarbons, nitrogen trifluoride, and sulfur hexafluoride. Their use is expected to grow dramatically over time (see figure below). Though the F-gases are all climate forcers, hydrofluorocarbons are the only short-lived species. HFCs are used in air conditioning, refrigeration (in grocery stores and food processing facilities, for example), foam blowing, aerosol propellants, and as solvents. Emissions generally come from faulty equipment, poor maintenance, and leakage from improper disposal.
The global warming potential of HFCs can be thousands of times greater than that of carbon dioxide and they have a significant impact on climate change. This warming impact is projected to grow in the absence of controls on global production. Given their high emission rates and, on average, their relatively short atmospheric lifetime (compared to carbon dioxide), efforts to reduce hydrofluorocarbon emissions in the near term will significantly reduce projected temperature increases in the coming decades. HFC-143a, the most common hydrofluorocarbon used in refrigeration and air condition systems, leaks into the atmosphere as a result of faulty equipment or improper disposal. To combat this, recycling systems can be set up and alternative gases with lower global warming potential can be mandated in new systems.

Some insurers and web brokers now actively promote the sale of short-term health insurance policies. As the name implies, short-term policies offer health coverage for less than one year. Typically these policies offer fewer covered benefits and consumer protections compared to plans that meet all Affordable Care Act (ACA) standards. As a result, short-term policies generally have lower premiums. Short-term policies are never sold in the marketplace and differ from marketplace policies in other important respects. This fact sheet identifies features of short-term policies consumers may wish to check carefully.
Importantly, loss of coverage under a short-term policy during the year does not make people eligible for a special enrollment period (SEP) to switch to an ACA-compliant marketplace policy. They will have to wait until the next Open Enrollment period to buy a plan that cannot turn them down.
Short-term policies cannot be sold on HealthCare.gov or state marketplace websites. Consumers eligible for marketplace subsidies cannot use them to buy short-term policies. When comparing premiums for short-term plans and marketplace plans, be sure to take into account marketplace premium and cost sharing subsidies that may apply to you. Most people who buy marketplace plans qualify for these subsidies.
[1] So far, California, Massachusetts, New Jersey, and New York prohibit the sale of short-term health insurance policies that lack protections for people with pre-existing conditions. Additionally, Colorado, Connecticut, New Mexico, and Rhode Island impose tighter rules on short-term plans, and as a result, no short-term plans are currently sold in these states. Some other states that apply much stricter limits to short-term policies are Delaware, District of Columbia, Hawaii, Illinois, Maine, Maryland, Vermont, and Washington.
On July 7, 2023, the Department of Health and Human Services (HHS), the Department of Labor, and the Department of the Treasury (collectively, the Departments) released a notice of proposed rulemaking (NPRM). This NPRM proposes to modify the definition of short-term, limited-duration insurance (STLDI) and modify the conditions for hospital indemnity or other fixed indemnity insurance to be considered an excepted benefit. The NPRM also solicits comments regarding specified disease excepted benefits coverage and comments regarding level-funded plan arrangements. The NPRM further includes a proposal from the Department of the Treasury (Treasury) and the Internal Revenue Service (IRS) that would clarify the tax treatment of certain benefit payments in fixed amounts received under employer-provided accident and health plans.
The Departments propose to amend the federal definition of STLDI to limit the length of the initial contract period to no more than three months and the maximum coverage period to no more than four months, taking into account any renewals or extensions. This proposal would reduce the maximum length of STLDI from the current initial contract term length of less than 12 months and maximum total duration of up to a total of 36 months, including renewals and extensions. This proposal would more clearly differentiate STLDI from comprehensive coverage, realign the federal definition of STLDI with its traditional purpose of bridging short gaps in comprehensive coverage, and ultimately reduce the financial risk associated with enrolling in this limited coverage as a long-term alternative to comprehensive coverage.
