Cannot Connect To Shsh Iphone 6 Restore 3utools

Assuming i have i phone 7 running ios 14.8.1 and i want to restore through itunes or 3utools to the same ios 14.8.1 .. Will that work . I tried with 3utools but it gave an error: unable to request shsh. Tell me if it's possible and if not what is this error unable to request shsh about
Okey dokey. so at first I kept repeatedly getting the Red screen of death. Problem solved by disconnecting front camera. but now, It gets to "waiting for iPhone" and then the iPhone reboots and iTunes spits out error 4013. I then tried 3u tools firmware flash, I still get stuck at 19%. I have tried DFU Mode. no help. So then in 3u tools I clicked "exit recovery mode" and the phone went into an infinite boot loop which I had to force restore mode to stop. I am so confuzzled.
