Hello All,

Here are my thoughts for your consideration:

1.  The Org Committee considers investigating a change to the bylaws that would allow a resolution to be considered by the YDDA board without prior notice, but that a 2/3 majority of board members is required for approval.  This would allow fast-track resolutions to come to the YDDA board and raise the approval threshold closer to consensus for time-sensitive issues.

2.  Proposed projects are suggested during "Proposed Business" of a YDDA board meeting by any board member.  If there is a second and a majority of the board approves further investigation, then it is referred to the appropriate subcommittee.  This will give the subcommittee some direction from the full board and a feel for the amount of support by the YDDA board.

3.  Recommendations can be made by the subcommittee with or without a quorum.  The YDDA executive director and staff can then draft a proposed resolution (if needed) that takes previous YDDA board comments as well as the information from the subcommittee into account.  This will give the YDDA staff more involvement in the drafting of the resolution and the YDDA board can change it as it sees fit.

Sorry everyone that I won't be attending the 4 PM (or didn't attend the 8:30 AM) meeting today ... but in the hope that my last recollection of the meeting time was that it ws to be 4:30 PM today, I respectfully share my thoughts on Mayor Schreiber's thoughts ...

It is my understanding that Robert's Rules of Order were adopted for the process to conduct any of the DDT's meetings.  Because Robert's Rules of Order does provide opportunities for every meeting for Board/Committee Members,to add items to the Agenda prior to the meeting as well as under Other Business (perhaps not the correct words) at a meeting.  During Public Comment a person attending a meeting could ask for an item to be added to the Agenda if agreeable to the Board/Committee.

Most people have a general understanding of Robert's Rules of Order, or can purchase one if they wish.  If I remember the discussion at a previous Organization Committee Meeting, we asked that the discussion of creating a process as is being suggested be added to the Agenda for the Retreat when members of the Board and all Committees would be present.  I am not certain I understand why this change is necessary and thought the discussion when most everyone will (or can) be present at the Retreat to hear and participate in the discussion.

 

If I have missed the meeting, a decision possibly has been made and I apologize for taking your time.  If I haven't missed the meeting, I hope someone will share my comments with all of you.
