As a follow up to our discussion on the facade grant and HDC last night I contacted the chair of the HDC for an opinion, please see her response below.

YDDA does not need to have HDC approval to consider the grant applications.
Once the grant recipients have been selected, they would ideally come to HDC
as a Study Item so that they can explain their proposed project, HDC can ask
questions and make suggestions, and everybody can be on the same page - all
before they hire a contractor or buy materials. This means that when they
actually apply for a building permit (which will be automatically sent to
HDC), there should be no problems or surprises.
Applicants can request being placed on the HDC agenda as a Study Item by
emailing the HDC intern at hdci...@cityofypsilanti.com or by calling
483-9646 and asking for the intern. These requests must be made before
Wednesday noon the week before an HDC meeting.
If you, yourself, have questions, HDC would be glad to see you tonight or at
any other HDC meeting. Or email me again.

Hi Jane,
I wanted to touch base with you on the facade grant the we have offered up
and get your opinion on something my Design Committee discussed last night.
Of course any of the proposed work would have to be approved by the HDC
before it can begin, however due to some wording ambiguities in our
application I have board members that believe the HDC approval would be
necessary for us to even consider the grant request. I have others who
believe that any of our approvals would be contingent on an HDC approval for
the work, thus allowing us to consider the application for approval prior to
them going before the HDC.
The applications are due next Monday, August 1st, so unless a prospective
applicant will get before the HDC tonight, I have a feeling we would have to
turn away the majority of our applicants.
