Please invite Tyler Brookhart, or someone from SAFE-T Lane to make a presentation at this meeting to potentially install the product on the stretches of Blake Street from 22nd to 20th as a pilot project to be expanded in Denver.

- Every game, someone, I presume DPD, drags the purple barricades into each end of the bike lane at 22nd & 20th.

- Lime bikes & scooters were temporarily geofenced from being ridden through the corridor.

 

Can we not see/understand how this is an issue?

This means...

There is no way to safely bike from 22nd & Blake through the area just as a commuter or someone trying to reach the dedicated bike parking area.

 

That makes 20th in front of Jackson's an issue too. We need to identify the curbside lane from Wazee to Blake as a 2-way bike lane. This will keep bike & scooter riders off the sidewalk in front of Jackson's.

Again, it seems to me that an inexpensive temporary solution would be to rope off the bike lane from pedestrians. This is important because as I previously pointed out, there is no direct connection from Blake at 22nd around the closure. 

 

Why can bike lanes be closed at all without appropriate detours?

 

So again, the result of this is for bike and scooter riders to then illegally ride on the sidewalk along 22nd and then again along Market or the wrong way in the bike lane along Market. 

 

I also feel that it's easy for anyone to still access this closure with a motor vehicle due to the intense focus on closing the bike lane. I think this is especially true on the opposite side at 20th. 

 

Again, long-term, we can plan for quickly installing some of the modular concrete barriers that connect to one another. These appear to take up the same amount of space as the existing protection, but is much more robust and would require pedestrians to step over it, ideally keeping them out of the bike lane.

I took the liberty of including Tyler on this email. Maybe we can look into incorporating the system all portions of the protected bike lanes that are adjacent to vehicle travel lanes. While we're at it, maybe we also look into shifting all of Larimer and Blake to become left-running to make sure that they are continuous.

Frankly, this is an unacceptable response, given that there is a reasonable solution.

Again...

Why not plan to install the SAFE-T-LANE product & supplement with fencing along the curb?

Why does the Bikelane shift from right to left, if we were just going to close it for games anyway?

What's the detour for bikes when the Blake Street Protected Bikelane is closed?

How is this not an obvious issue to those making the decisions? Do you not realize or understand that bike commuters then just ride on the sidewalks?

Please make this make sense to me. The response provided, doesn't.

After discussing the issue with the Department of Transportation and Infrastructure, the Denver Police Department, and the Colorado Rockies, it appears there is a reasonable public safety basis for the temporary closures. The closures are part of a long-standing Traffic Management Plan designed to accommodate the large number of pedestrians entering and exiting the stadium and to reduce the risk of accidents and other safety concerns.

 

While our office understands the inconvenience these closures can create for cyclists, we also recognize the importance of ensuring the safety of the thousands of people who gather around Coors Field during events.

 

That said, we have heard your concerns about maintaining connectivity through downtown and will explore whether a designated and clearly marked detour route can be established when the bike lane is closed.

For additional context, please see the information provided by DPD below.

 

 

 

“Coors Field and Empower Filed operate under a Stadium District and don’t require permits for street closures relating to safety and traffic flow. They however act under a Traffic Management Plan (TMP) that is developed under the collaborative partnerships of the Colorado Rockies Baseball Organization, Denver Police Department and the Department of Transportation and Infrastructure which the City and County of Denver has agreed upon and entered a contract with the Colorado Rockies that has been signed off on.  It should be noted that the TMP can be modified, updated and adapted as part of the TMP at any time if the three entities stated above discuss and mutually agree on the changes.

 

Blake Street from 22^nd to 20^th has always been shut down to vehicles and bicycles utilizing police cars and barricades to facilitate the closure.  The reason this closure has been adapted on Blake Street is due to the large number of pedestrians that coming and going to the stadium.  There are 3 gates to access the stadium within this closure of Blake Street to include the team store and box office.  Safety is our number one priority, so the three entities felt it be best to shut down the street to cars, bicycles, and scooters to minimize accidents and protect the pedestrians.

 

Early last year, the Colorado Rockies approached DPD, and DOTI  to see about implementing vehicle mitigation devices on the sidewalks and bike lanes within this closure.  It has been recognized that the growing popularity to utilize vehicles to drive through crowds of people has grown across the world.  To minimize this threat and protect the crowds inside the closure, strategic placement of Dragon Teeth and Meridian Barriers were discussed and implemented into the TMP with the approval of the three entities.  There are a few stipulations that are adhered too, ADA compliance always and Meridians must be moved in less than 2 minutes if Emergency Vehicles needs access to the stadium or surrounding businesses.

 

It should also be noted that the Colorado Rockies pays for the rental and utilization of the barriers as well as ensures they can be moved in the amount of time needed as well as placement of the devices before and after the event. “

Again, please establish safe detours when the Blake Street Protected Bikelane is closed & the connection on 21st is closed.

My suggestion for Blake Street is to put up temporary signage directing riders up the Broadway Sidewalk to Larimer.
