Bike racks on Broadway at 9th

Hello,

I noticed new bike racks recently installed along Broadway at 9th Ave for the new AMLI development. Will they be secured by Concrete Spikes or Anchor Bolts with at least one security nut on each side?

Is this something that the City of Denver will supply for the location/development & install them?

Could you please share what is required of new developments with regard to bike racks? 
This seems to be an issue with many developments in Denver.

Also, what indoor or covered bike parking is required of developments? We seem to be building parking garages for cars, but then just installing outdoor bike racks along the curb. We need secure bike parking that provides space for cargo bikes.
