You're right!

But if you click on "cartas nauticas " on the left blue side, 

then on "cartas digitais" green on the top of the page, 

and then on "cartas raster disponiveis" left on the botton of the page:

voila, you are on the page with all the zips, but the link is the same(???!!!!)

so... i'm lost myself

any ideas?

I see now.

Problem is that there are lot of frames on this website.

Open frame with zip files in new tab/window. Or you can click this link: http://www.mar.mil.br/dhn/chm/cartas/download/cartasbsb/cartas_eletronicas_Internet.htm

Then extension works fine.
