Davenport friends and neighbours:

Happy New Year! I had the chance to start off 2023 in an exciting way. I was invited to join our Prime Minister in Mexico City for the North American Leaders’ Summit with President Biden and President López Obrador. The photo above was taken during the bilateral meeting between Canada and Mexico. It was such a remarkable experience and a productive meeting!
 
In January and early February our federal government focuses on pre-budget consultations for the upcoming year. We invite all Davenport residents to share your ideas on how we can grow a sustainable and inclusive economy. Information on how to participate is below.
 
There is a lot of focus on our health care system; many are worried about not having access to a family doctor and about long line-ups at hospitals. I’ve also heard from many Davenport residents who are fearful of Premier Ford’s plan to move surgeries to private clinics. The devil is in the details; our federal government will be working to ensure that the Canada Health Act is followed, in letter and in spirit.
 
We continue to invest in Ukraine, to  advance  our climate actions and to support Canadians who are struggling with affordability issues. More on these topics and others below.
 
Please remember to  look at our Davenport Funding section.  There is a lot of federal funding available that,  if eligible,  could benefit so many Davenport groups and individuals!
 
I’m saddened to hear about the tragic fire that has struck one of our local businesses, popular hotdog restaurant Woof Dawg, located on Dundas West in the south end of the riding. We are so touched to see the Davenport community coming together via GoFundMe to help raise money and support this amazing small business.
 
The House of Commons will be reconvening on Monday, January 30. In the next email update (now every two weeks), I will relay our top legislative priorities.
 
I’m on the lookout for any local historians (amateur or otherwise) who may be able to help me better understand the history of the Davenport riding’s roads, parks and people. Please reach out to me via email (julie.d...@parl.gc.ca) if you have any historic knowledge you’d like to share.
 
This month is full of celebrations! Happy Tamil Heritage Month—with a special shout-out to Davenport residents celebrating across the riding and at the Tamil Co-op!
 
 And Happy Lunar New Year which begins this Sunday, January 22. Wishing all who celebrate health, prosperity and happiness!

The Top Three

 

1. Climate Action Incentive - More $ in your pockets!




On Friday, January 12, Davenport residents received their third Climate Action Incentive Payment—the average family will receive $186.25 and individuals $93.25!
 
Pricing carbon pollution is the most efficient way to reduce greenhouse gas emissions.
 
100% of the funds collected by the federal government will go directly back into the pockets of Canadians. 10% is given back to small businesses and 90% is given back to individuals and families,  with low and middle-income families benefiting the most.
 
This quarterly payment is also one of the many ways the federal government is supporting Canadians who are struggling with the rising cost of living … and a way for Canadians to have additional dollars to invest in methods to reduce emissions.
 
Pricing pollution is key to accelerating Canada’s efforts to decarbonize, meet our Paris Agreement contributions of 40-45% reduction below 2005 levels and reach Net-Zero by 2050.
 

2. Greenbelt

 

The Ford government continues to threaten an ecosystem that cannot be cut apart.

Premier Ford has broken his promises to all Ontarians while ignoring their voices, and the facts. Ontario’s greenbelt is one of the most biologically rich areas in all of Canada. It includes the Niagara Escarpment and Oak Ridges Moraine that filter and replenish groundwater, and feed into the many river systems that flow through Canada’s most developed region.

Minister of Environment and Climate Change Guilbeault  warned that the federal government would not provide disaster compensation for development in areas prone to flooding. Minister Guilbeault stated that some of the land proposed for housing and commercial development are in floodplains.

The actions of Ford's government are unacceptable and reprehensible. I will be submitting a request to Minister Guilbeault for an environmental impact assessment on the development plans. Keep an eye out for a copy of my letter next week. 
 

3. Canada Stands With Ukraine

 

Russia’s illegal and unprovoked full-scale assault on Ukraine began nearly 11 months ago. Canada continues to stand firmly with Ukraine against Russia’s offensive.

This week during her visit to Kyiv, Ukraine, Minister of National Defence Anita Anand announced the donation of 200 Canadian-made armoured personnel carriers to assist Ukraine in their defence.

On January 10, Canada also announced the purchase of a National Advanced Surface-to-Air Missile System (NASAMS) and associated munitions from the United States to donate to Ukraine. The NASAMS will help Ukraine strengthen its air defence systems against destructive air attacks on civilian critical infrastructure, population centres, and military sites. This donation comes from the additional $500 million in military aid to Ukraine that Prime Minister Trudeau announced on November 14, 2022.

To date Canada has provided more than $5 billion in direct assistance to Ukraine, which includes $1 billion in military aid. For a list of supports click here.

  4. Foreign Affairs: Canada summons Russian ambassador to condemn missile strike on Ukrainian apartment building
  5. Healthcare: Trudeau suggests ‘positive; news on healthcare talks with provinces could come soon
  6. Indigenous: Minister Miller announced that an agreement-in-principle had been reached in the Federal Indian Boarding Homes (Percival) class action.
  7. Immigration: Minister Fraser announced that Canada welcomed a historic number of newcomers in 2022, the largest single year since 1913.
  8. Healthcare: Ford says Ontario willing to accept federal conditions if health-care funding increases
  9. Travel: Air travellers two years of age and older departing from China, Hong Kong, and Macao now require a negative COVID-19 test to enter Canada.
  10. Jobs: Statistics Canada released the Labour Force Survey data for December showing that Canada added more than 104,000 jobs and our unemployment rate ticked down to 5.0%.
  11. Community Organizations: Minister Gould announced that applications for the Community Services Recovery Fund are now open. The Fund helps charities, non-profits, and Indigenous governing bodies to support communities across Canada.
  12. Orthodox Christmas: Statement by the Prime Minister on Orthodox Christmas
  13. Flight 752 Tragedy: The Prime Minister, Minister Joly, Minister Alghabra, and High Commissioner Goodale also met with families of victims on Friday.
  14. Foreign Affairs: Minister Joly announced new sanctions on the Iranian regime in response to their ongoing systemic human rights violations.
  15. Youth Mobility: Minister Fraser announced the launch of the 2023 International Experience Canada (IEC) program. IEC allows youth to travel and gain valuable international work experience in Canada. Click on the link for more information and how to apply. 
  16. National Defense: Minister Anand announced that Canada had finalized the agreement to purchase new F-35 fighter jets for the Royal Canadian Air Force.
  17. Foreign Affairs: The Prime Minister attended trilateral meetings with U.S. President Biden and Mexican President Obrador. They discussed ways to keep working together to make life more affordable and build an economy that works for everyone. 
  18. Foreign Affairs: Minister Joly announced sanctions on Sri Lankan state officials in response to their systemic human rights violations during the armed conflict in Sri Lanka between 1983 and 2009.
  19. Mental Health: Ministers Bennett and Ien announced funding for the YMCA Canada’s National Youth Council to support evidence-based, youth mental health programs.
  20. Tamil Heritage Month: January is Tamil Heritage Month, an opportunity to recognize the invaluable contributions of Tamil Canadians in helping build a stronger and more inclusive Canada.
  21. Housing: Ministers Hussen and Vandal announced funding of $17.4 million to help support 69 affordable housing units in Winnipeg.
  22. Foreign Affairs: The Prime Minister and Minister Joly hosted a bilateral meeting with Japanese Prime Minister Kishida Fumio. They discussed shared priorities, including the Indo-Pacific Strategy and creating good jobs in both countries.
  23. Residential Schools: An update was provided on the ground radar searches at the former Lebret Residential School site. Please click the link for the Prime Minister’s statement.
  24. Foreign Affairs: Minister Joly announced sanctions against more Haitian political elites in response to the ongoing criminal gang crisis.
  25. Innovation: Minister Champagne announced the launch of the National Quantum Strategy. This strategy will help create jobs by supporting further development of quantum technologies like lasers, solar cells, and MRI scanners for medical imaging.
  26. Thai Pongal: Sunday marked Thai Pongal, a harvest festival celebrated by Tamil Canadians. Please click the link for the Prime Minister’s statement.
  27.  Clean Energy: The Prime Minister launched his EV tour in Saskatoon highlighting our government’s work to make Canada a global leader in EV production and critical minerals.
  28. Infrastructure: Minister LeBlanc announced the launch of the third round of applications for the Disaster Mitigation Adaptation Fund. This funding will support projects including the construction of new public infrastructure that helps communities withstand natural disasters.
  29. Food Policy: Minister Bibeau announced the Food Waste Reduction Challenge finalists for the Novel Technologies Streams.

1.North American Leaders’ Summit




Last week, in my capacity as Chair of the Canada-Mexico Parliamentary Friendship Group, it was a true honour to join Prime Minister Trudeau at the North American Leaders’ Summit in Mexico City.
 
I had so many interesting conversations with representatives and business leaders including meeting with the head of the Mexico-Canada Parliamentary Friendship Group , meeting the head of the manufacturing association of the US,  and meeting the President of TC Energy and other business leaders.
 
I was also honoured to join Prime Minister Trudeau at the bilateral meeting with the President of Mexico, Andrés Manuel López Obrador. What a great learning experience and it was amazing to see how the conversation evolved to address the top issues facing both our respective countries!
 
The importance of North American trade, competitiveness, and supply chain resiliency, including critical minerals and semiconductors was highlighted. Lowering emissions, the green transition and building a continent-wide clean economy was also a critical part of the discussion.
 
 While in Mexico City, Prime Minister Trudeau also met with President Biden; a productive meeting that ended with an announcement of President Biden’s visit to Canada this March. You can read more about the Summit here.



The PM asked my colleague Maninder Sidhu and I to debrief with him on our way back to Canada! 
 
 

2.Pre-Budget 2023 Consultations - We want to hear from you!




Our federal government is inviting Canadians from across the country to share their ideas for how federal Budget 2023 can best support Canadians, Canadian businesses, and the Canadian economy.

We know the Canadian economy is  facing global challenges and that Canadians are struggling with the rising cost of living and higher interest rates. The suggestions we receive will inform important measures and investments in Budget 2023. We want to build an inclusive and sustainable  economy that works for all Canadians.
But to get there, we need to hear from you!

These pre-budget consultations are an opportunity for the people of Davenport to share their ideas and priorities for how we can continue to create jobs, drive economic growth that works for all Canadians, and make life more affordable for people.

Here is the online form for you to share your input! I will consolidate all Davenport input and ideas into a summary document and send it directly to our Minister of Finance!  Your deadline is Friday February 10 at 11:59pm!

Davenport Funding Available 

 

I am always anxious that Davenport residents, nonprofits and businesses know about the federal funding that is available. There are a lot of amazing funding sources, including the ones below.

1.Green and Inclusive Buildings Program (Deadline: February 28, 2023)


Green and Inclusive Community Buildings Program supports green and accessible retrofits, repairs or upgrades of existing public community buildings and the construction of new publicly-accessible community buildings that serve high-needs, underserved communities across Canada. Non-profit organizations can apply for small and medium sized projects to retrofit existing community buildings ranging in total eligible cost from $100,000 to $3 million and large projects ranging from $3 million to $25 million.

 

2.Call for Proposals to Address Gender-Based Violence (GBV) through Promising Practices and Community-based Research (Deadline: February 3, 2023)


For the Promising Practices stream: The objective is to fund projects to develop, put in place, and evaluate or to scale promising practices to strengthen the GBV sector.

For the Community-based Research stream: The objective is to fund research projects that build knowledge to help address the needs of the underserved in the GBV sector.
 

3. Community Support, Multiculturalism, and Anti-Racism Initiatives Program


Events component: community-based events that promote intercultural or interfaith understanding, promote discussions on multiculturalism, diversity, racism and religious discrimination, or celebrate a community’s history and culture.

Projects component: funding for community development, anti-racism initiatives and engagement projects that promote diversity and inclusion by encouraging interaction among community groups.

Community Capacity Building component: funding for capacity building projects that will contribute to the recipient's ability to promote diversity and inclusion of racialized and religious minority communities, and Indigenous Peoples.
 

4.Rapid Housing Initiative


Capital contributions for the rapid construction of new housing and/or acquisition of existing buildings for rehabilitation or conversion to permanent affordable housing.
 

5.Tourism Relief Fund


The Tourism Relief Fund supports tourism businesses and organizations to adapt their operations to meet public health requirements, create new and enhanced tourism, and attract local, domestic and international visitors. 

Non-profit organizations can apply for non-repayable contributions of up to $500,000. Businesses can apply for either up to $100,000 of non-repayable contributions for up to 50% of eligible costs or fully repayable contributions of up to $500,000 for up to 75% of eligible costs. 


6.Building Communities through Arts and Heritage


The Building Communities through Arts and Heritage program offers funding through three separate components:
The Local Festivals component provides funding to local groups for recurring festivals that present the work of local artists, artisans and heritage performers.

Community Anniversaries component provides funding to local groups for non–recurring local events, with or without a minor capital project. Eligible events and capital projects are those that commemorate the 100th anniversary or greater (in increments of 25 years) of a significant local historical event or personality.

The Legacy Fund component  provides funding for community-initiated capital projects that restore, renovate, or transform an existing building or exterior space (such as a statue, community hall, monument, garden or work of art) intended for community use. Eligible capital projects are those that commemorate the 100th anniversary or greater (in increments of 25 years), of a significant local historical event or personality. 
 

7.  For nonprofits and charities (Deadline: February 21, 2023)


Investment from the Government of Canada to support charities and non-profits as they focus on how to adapt their organizations for pandemic recovery.  Deadline is February 21.
