USA State Accuracy

I have a screenshot of the results from the sdk showing three images with Tennessee license plates.  This plate has only been introduced in the last 18 months.  Is there a way to increase the accuracy of the state inference?  We have millions of image examples.  We  see these tags identified as any of the following states: FL, PA, NV, MO, OR, DE, NJ, HI, NM, TN, ID, MI, AK, IN, WI....
