Looks like a bug in teamcity.  While I pursue that, you can get a more recent v4.1 nuget package by download the latest artifacts from  http://teamcity.dotnetopenauth.net:82/viewType.html?tab=buildTypeStatusDiv&buildTypeId=bt3  and then pointing your nuget package installer at your local download directory .
