But i can run C:\Users\user\AppData\Local\Temp\{CC0E0059-9D87-4074-8C1E-7FDB686CD2B3}\xxx.msi manually without any problem. Any ideas?

Can you post the XML for the configuration? I think there might be an issue with how you are embedding your files.

Pls find the config attached. This worked well for the past few years, the issue only started to show very recently and it is random.

This is not going to be of much help, but I've seen these before years ago and it had something correlated with the size of the CAB. I would reduce the size of each CAB and see if it helps.

I am sure it's actually a bug (possibly in cablib, https://www.codeproject.com/Articles/15397/Cabinet-File-CAB-Compression-and-Extraction), but I don't think anyone will be debugging it any time soon. If you have time, I would start by seeing if there's a newer version of that library and upgrading it.
