Different Oracle database versions

I will appreciate if any one can help me specific to this problem.
 
I am working for UP Transport Computerisation project and I handle 40 districts in UP where our software runs. Each site is an individual unit in itself and as of now none of the site is connected to other.
Now I have given the task to connect all the 40 site with centralised server in lko.
The problem is what are the options to give connectivity to all the 40 sites on hardware levels as well as on software levels?
The system software's database is in following versions:
Oracle 7.
Oracle 10g Release 2.
Here the problem comes. The 25 sites are in Oracle 7 version and rest of the sites are in Oracle 10 g. Also, the problem gets worst here because we also have three different database structures running i.e. there are 3 types of database structures where table name,column name ,column type and column length are different. Now the problem is when we want to centralise the database how can we tackle with the different database versions as well as with different database structures?
