Role: .NET Architect (DOE Applications Architect)

Role Overview
The Department is seeking an experienced Applications Architect (.NET
Architect) to support large-scale state applications. The ideal candidate will
bring strong hands-on experience in .NET architecture, C#, identity management,
and enterprise application security, along with proven experience working with
state government clients.
This role involves close collaboration with business, technical, and leadership
stakeholders to design, implement, and maintain secure, scalable, and compliant
application solutions.
Minimum Qualifications (Must Be Clearly Reflected on Resume)
Bachelor’s degree in Computer Science, Management Information Systems, or
related field (preferred).
7+ years of experience developing web applications.
7+ years of experience producing technical documentation (requirements,
specifications, traceability matrices, design, testing).
7+ years of experience in testing custom applications, reports, dashboards, or
large datasets.
7+ years of experience developing within .NET architecture.
7+ years of experience with C#.
4+ years of experience with PL/SQL or T-SQL (preferred).
3+ years of experience with MVC architecture.
2+ years of experience with HTML5 (preferred).
Identity & Security Expertise (Critical Requirements)
Identity and Access Management (IAM):
Expertise in designing and implementing secure authentication and authorization
using Microsoft Entra ID, including B2C and B2B.
Single Sign-On (SSO):
Proven experience implementing OAuth 2.0, OpenID Connect, and SAML.
Application Integration:
Strong experience integrating enterprise and customer-facing applications with
Microsoft Entra ID.
Security Best Practices:
Deep understanding of MFA, conditional access, zero-trust principles, and
secure application design.
Development & Customization:
Experience creating custom policies, user flows, and branding in Entra B2C.
Cross-Platform Integration:
Ability to integrate with Azure services, Microsoft 365, and third-party SaaS
applications.
Technical & Collaboration Skills
Strong solution architecture experience for scalable, secure, hybrid/cloud
environments.
Demonstrated experience in large-scale application implementations.
Ability to work collaboratively with Developers, Business Analysts, and Project
Managers.
Experience engaging with multiple stakeholder groups with competing priorities.
Proficient with Microsoft Word, Excel, Visio, Project, PowerPoint, and
SharePoint.
Preferred Experience
Prior experience working with State Government clients (mandatory).
Experience in Education or Early Learning domains is highly preferred.
Key Deliverables & Responsibilities
Analyze project requirements and goals to produce accurate technical
deliverables.
Collaborate with Business Analysts to develop and update project, technical,
and training documentation.
Actively participate in project meetings and working sessions.
Provide weekly status updates outlining accomplishments and upcoming
activities.
Communicate technical progress and risks to key stakeholders.
Assist in preparing materials for program leadership, executive steering
committees, and project management.
Ensure compliance with established technical standards and architectural
guidelines.
Support strategic planning and tactical execution of application solutions.
Identify and resolve technical or implementation obstacles; assist with
contingency planning.
Participate in conference calls with state and federal stakeholders, as
required.
Research emerging technologies and recommend solutions applicable to the
program.
