Job Description:

The Technical Specialist will be responsible for analysis of complex legacy program modules, coding, and testing of new and existing modules for major modifications to legacy applications.



**The candidates need to be able to come onsite with an hour notice. Only candidates that currently live in NC or are willing to relocate to NC upon accepting the job will be considered. 

The NC Department of Transportation (NCDOT) is seeking to fill a short term contractor assignment. The selected candidate will fill the role of Technical Specialist on the Department’s Electronic Lien & Titling Project. The Specialist will be responsible for analysis of complex legacy program modules, coding and testing of new and existing modules for major modifications to legacy applications.

Role responsibilities:
• Analyze, define, and document requirements for data and business processes
• Design, document, and coordinate desired changes to legacy modules
• Document the program and project deliverables as assigned
• Analyze and estimate feasibility and compatibility with other programs and projects
• Provide quality control for project deliverables

Knowledge, Skills, and Abilities Requirements:
Must Have:
- Minimum of 10 years of experience in corporate or government as programmer analyst.
- Minimum of 5 years of experience exposing CICS and COBOL programs as web services via CICS Transaction Server (CTS) and/or CICS Transaction Gateway (CTG)
- Proven experience in programming techniques, programming languages in the mainframe environment.
- Proven knowledge of principles and techniques of computer programming, testing, debugging, implementation and documentation.
- Proven experience with analysis and design.
- Excellent communication skill (written, verbal, presentations)
- Excellent organization, analytical, planning and scheduling skills
- Ability to resolve highly complex problems.
- Proven experience with financial processes analysis and modification.
- Self-starter who can work with a large and diverse team of business, management and IT individuals.
- Demonstrated experience working with large project teams.
- Microsoft Suite experience (e.g, Word, Excel, PowerPoint), COBOL, CICS, TSO, MVS JCL, ENDEVOR, CA Tools, SQL, DB2 and VSAM.

Preferred:
- Experience with State or county government
- Secure Socket Layer (SSL) Experience
- Experience with Enterprise Level Application Development spanning two or more business areas
- Experience with C# applications using latest .NET frame work.

Job Description:

This role will lead technical assistance work for NC HIEA as we work with participants and their electronic health record (EHR) vendors on implementing, improving, and maintaining data integrations. Supports and monitors technical infrastructure for NC HIEA and SAS environments. Manages change orders, bug fixes and updates for the NC HealthConnex Clinical Portal. Develops and supports data queries to assist with data analysis, verifying data extracts, data transformation, load job streams, and developing business analysis reports. Supports various analytic and outbound data services with a specific focus on developing Queries utilizing SQL, SAS, and InterSystems HealthShare tools to perform exploratory data analysis (EDA) and reports as needed.

The ideal candidate will have:

·       Strong written and verbal communication skills, including the ability to interact and communicate effectively with non-technical stakeholders

·       Experience with SQL, SAS, and InterSystems HealthShare

·       The ability to lead technical analyses across complex electronic health record (EHR) integrations

·       Subject matter expert (SME) level of knowledge working with clinical data, EHRs, HL7 v2, and C-CDA messages

·       Mature knowledge of health information exchange data standards and formats, including knowledge of EHRs’ data architecture
