Currently Matt and Oli are at the top and effectively they call the shots. Thats fine, we need leaders or NOTHING will get done (see my last post). But to be more of a community we need a better hierarchy. Attached I have outlined my proposal..

This is the basic structure:

How it works

The board does almost all the work, changing policy etc. Any big changes can be put to a referendum (if 25% of the board vote to do so [SUGGESTION]). The board should be a manageable size, no more than about 10 [SUGGESTION].

The board is elected once every 6 months (although probably best to have terms of 12 months and half the borad up for election every 6 months [SUGGESTION]). You must be a "member" (paid up) to stand for election, you must be seconded by 3 other "members". All members get to vote, as we'll be electing 5 or so members a simple ranking of your top 5 candidates [SUGGESTION].

The board appoints members to the Working Groups, working groups can simply be one person or many people (members and non-members). They will be set a specific task, and produce a report for the board to consider. The board can create a working group at any time on any subject (dependant on the idea passing a vote).

The board will elect members to committees (you must be a member to sit on a committee). Committees are the judge and jury of the system the interpret policy and rules. For example there will be a committee on application evaluation to rule on disputed domain requests etc. The board can create and dispand committees, (a vote of 51% to create and 75% to dispand seems sensible [SUGGESTION]) 

Members and domain holders get a vote on any referendum on policy (this is the community aspect or the system). But only members get to vote (or stand) in the board elections.

Other suggestions:

- you must be a member for 2 years before you can stand for board election (shows your commitment to the community) 
- the board should also vote to appoint addition directors of the DOTAPP LTD entity, this(these) director(s) will be the legal (under UK law) representatives of the board.
- board should meet (online) once a month to discuss the agenda and vote
- board should meet every 12 months in person 
- items for the agenda must be submitted to the board secretary 72 hours prior to the monthly meeting

There it is, my suggestion for a brave new world.
