ctypes bindings for Python

Hi all,

A bunch of people (particularly Windows users) were having trouble building the Swig Python bindings for libmapper, which motivated me to finally create usable bindings using ctypes! They are included in main branch under bindings/python/ along with some tests. I also took the opportunity to update the python libmapper API a bit, and I updated the Python tutorial to match the changes. Webmapper has also been updated in the branch called "ctypes".

Please try them out if you have time – unless there are objections from this list I'll retire the swig folder in the libmapper repository and merge the ctypes branch of webmapper.
