Candidates will have one year to play a leadership role in the design, developing, conducting and evaluation of a full scale or functional exercise. The candidate will present the exercise to a capstone panel during a designated K0136. The exercise must be a minimum of three hours long in conduct and must be wholly unclassified. Extensions beyond the one-year period are possible and are granted on a case-by-case basis. The capstone presentation will be conducted virtually. Candidates will receive a MEPP certificate of completion upon successful completion of the K0136 capstone.
The Master Exercise Practitioner series is designed for experienced individuals with significant responsibility for progressive, all-hazard exercise programs consistent with the principles in the HSEEP doctrine.
Some individuals taking courses at the National Emergency Training Center (NETC) in Emmitsburg, Maryland may be eligible for stipend reimbursement. For information about travel reimbursement eligibility and procedures, see the NETC Welcome Package.
The process is a collaborative effort between EMI and the FEMA Regions. EMI will convene a Review Board and, if additional information is needed, will contact and discuss the application packets with the appropriate FEMA Regional Office. The Review Board will provide the Superintendent of the Emergency Management Institute with MEPP candidate recommendations, to include the original prioritized ranking of application packets received from the FEMA Regional Training Managers. The Superintendent of the Emergency Management Institute will make the final decision regarding the candidate(s) acceptance into the Master Exercise Practitioner Program. NETC Admissions will notify applicants regarding their status by late July, early August. No. There is a waiting list for current applicants in the current fiscal year and it is not open to outside applicants that did not meet the application deadline window (Closes July 1). This is a one-year waiting list. If you did not get in, you will need to re-apply the following year.
Application selection process begins with NETC Admissions to ensure completeness. Next, a panel of EMI Employees reviews the MEP Application Questionnaire from each applicant. Each applicant is discussed for best fit in a series based on the Target Audience and whole community representation.
NETC Admissions reviews the applications for completeness prior to the panels review. If an application is determined to be incomplete, NETC Admissions will notify the applicant and provide an opportunity to complete. The additional items will need to be provided to NETC Admissions within five (5) days of notification to ensure timely review.

The Master Public Information Officer Program (MPIOP) is the final component of the public information training series. This program consists of a three (3) course series that prepares public information officers for an expanded role in delivering public information and warning using a strategic whole community approach.
The program reinforces the qualities needed to lead whole community public information/external affairs programs, provides relevant management theories and concepts, and uses case studies to enhance public information/external affairs skill sets. MPIOP participants work within a collaborative environment on projects and establish a network of peers.
The MPIO paper is an original paper, developed and finalized over the course of the 10 month program. Strict deadlines are assigned during key stages and failure to meet the deadlines will preclude a participant from completing the program.
MPIOP is for public information officers with the pertinent background and extensive experience as a public information officer who have demonstrated a sphere of influence capable of advancing the relevance of whole community external affairs.
The MPIO on campus classroom courses are typically scheduled as one cohort series per fiscal year. The courses are not offered individually. Cadidates selected to a cohort must attend each course in sequence, and in person, throughout the series progression.
The Emergency Management Institute (EMI) Emergency Management Professional Program Branch will start accepting applications for the Master Public Information Officer Program (MPIOP) in April, 2024 for the Fiscal Year (FY) 2025 Cohort. A formal selection board will convene to review the application packages with an announcement of the results made to applicants in September
There are a limited number of spaces for the Cohort and applications are expected to be very competitive in nature. Applicants are encouraged to review all selection and application requirements before submitting their application package.

I know the general rule is that like bonuses don't normally stack, but if it doesn't stack, why was it made into a natural armor bonus in the first place? If they don't stack, then then bonus might as well not exist (since you already get it).
Please FAQ this if you think it needs official clarification. It would make much more sense as a dodge bonus anyway, although perhaps they considered this too powerful. Anyone know what the bonus to "Dexterity checks" applies to? The only non-skill Dex check I've seen that I think would be affected is Initiative, although even that alone would be pretty good. You're right, the armor bonuses don't technically stack by RAW, as discussed here. This seems probably accidental though. Please FAQ this if you think it needs official clarification. Forgive me, as I might be missing something obvious here, but why is there any confusion on how this works? The DEX and natural armor bumps provided by Nimble do not stack with those given by a base mutagen because, at higher levels, the Master Chymist will get a larger bonus to these scores than what the base mutagen would provide. If the alchemist in question is going to be taking the greater mutagen, or especially the grand mutagen, discovery then they probably wouldn't take this advanced mutagen because of those same stacking concerns. The other bonuses aren't exactly stellar. The AC bonus is pretty much the only reason to take nimble.
And an ability callled "nimble" giving a natural armor bonus is counter intuitive. So maybe it should be a dodge bonus? Or an enhancement bonus to natural armor? Or maybe it should just say it stacks with the mutagen AC?
