Obviously this is wrong to begin with and I have sent my letter. But I love how they create rules like this without any knowledge of what it would take to actually accomplish that. Visa tracks all credit card purchases for fraud detection and they had to invest in storage systems that have logic at the storage level because DB indexing was not enough. There is no way this would even be possible.
