Forest rangers are sworn police officers, who work within an assigned geographic area, and enforce provisions of the Environmental Conservation Law (ECL) in order to protect and enhance the State's lands and natural resources and the well-being of the public who use these resources. Incumbents of these positions organize and conduct search and rescue operations; educate the public in wilderness safety and natural resource care; and administer the State's wildland fire-management program, including wildfire suppression and prescribed fire activities.
*For the purpose of this examination, qualifying coursework includes: forestry, forest management, forest recreation, forest resources technology, forest fire management, forest engineering, environmental engineering, environmental education, fish or wildlife biology, fish or wildlife management, conservation biology, botany, zoology, limnology, ecology, environmental biology, environmental and natural resource conservation, forest science and biology, and natural resource management.
Coursework that will not qualify for the purposes of this exam includes but is NOT limited to: animal science, anthropology, archeology, astronomy, chemistry, climatology, earth science, engineering (except environmental or forest), geology, human biology, mathematics, medical biology, physics, social sciences, or space science.
**Examples of experience that will NOT qualify are but not limited to: animal husbandry, lawn mowing, landscaping, tree and brush trimming, timber harvesting, pesticide application, sawing firewood, farm hand and other types of experience that are categorized as laborer or maintenance work in a garden shop, park, or forestry setting.
As stated in Section 58 of the Civil Service Law, at the time of appointment, you must have a high school diploma, high school equivalency diploma issued by a recognized educational authority, or a USAFI GED high school level diploma.
Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. A list of companies that provide these services (fees must be paid to the company you choose) can be found on the Civil Service website.
If you expect to meet the educational requirements by June 30, 2025, you can take the test. You must submit proof of successful completion of the educational requirements to the appointing authority at the time of the employment interview or you will not be considered for appointment. Failure to meet the educational requirements by June 30, 2025, may result in your removal from the eligible list.
Forest Ranger recruits are required to spend approximately six months in a residential academy setting taking courses and learning the skills as required by the position. Recruits receive the basic school training required of all NYS police officers such as Criminal Procedure Law, Penal Law, Vehicle and Traffic Law, defensive tactics, physical training and wellness. They also receive specialized training in wildland search and rescue, wildland fire, incident management, Wilderness First Responder, swift water rescue and State Land protection. Following graduation from the basic school they go to their permanent field assignments across the State where they are mentored by senior Forest Rangers in a monitored field training program for six to eight weeks.
The Road Ranger program is a freeway service patrol (FSP) designed to assist disabled vehicles along congested freeway segments and relieve peak period non-recurring congestion through quick detection, verification and removal of freeway incidents in Florida. It consists of approximately 88 vehicles in fleet and provides free service to about 918 centerline miles. The program is funded by the Florida Department of Transportation (FDOT) and its partners, and is bid out to private contractors. The objective of this study is to examine and evaluate the benefits of the Road Ranger service against their operating costs in five of the seven FDOT Districts and Florida Turnpike Enterprise. The five Districts were chosen due to the availability of Road Ranger program data and activity logs for analysis.
The Road Ranger program provides direct benefits to the general public in terms of reduced delay, fuel consumption, air pollution and improved safety and security. The benefits would be expected to be more significant during the peak period when demand reaches or exceeds capacity than in the off-peak and the mid-day period where capacity may not be as significant an issue. The costs considered in this analysis include costs of administration, operation, maintenance, employee salaries, and overhead costs.
Incident data were obtained from the daily logs maintained by the Road Ranger service provider containing important information about the time, duration, location, and type of service provided. Other data collected for this study include average daily traffic volume, geometric characteristics of the freeways, unit cost of Road Ranger service, etc.
The Freeway Service Patrol Evaluation (FSPE) model developed by the University of California-Berkley was calibrated and used to estimate the benefit-cost ratio for the Road Ranger program. The estimated benefit/cost ratios based on delay and fuel savings indicate that the Road Ranger program produces significant benefits in all the five Districts and Turnpike. The range of benefit-cost ratio of the Road Ranger program in different districts is from 2.3:1 to 41.5:1. The benefit -cost ratio of the entire Road Ranger program is estimated to be in excess of 25:1.
CNCC has been holding NPS LE academies since 1990, has a staff made entirely of previous NPS personnel. Classes are limited to 22 students. This is a FLETC-accredited, 17-week academy that provides the student with 650 hours (30 credit hours) of training. Upon completion of the academy, students will receive a FLETA-accredited NPS/FLETC SLETP certification. This certification will allow you to be eligible for a seasonal Type II position with the National Park Service. This academy is for college credit but students are not required to be part of a degree program.
The academy is located in NW CO, within three hours of Black Canyon of the Gunnison, Moab, Canyonlands, Arches, Dinosaur, CO National Monument, and countless BLM and FS lands. CNCC routinely has class trips to these areas, and also rents out outdoor recreation equipment to students at no cost. Along with an on-campus climbing gym that provides free gear and lessons, the recreation center (including weight room and pool) in Rangely is available at no cost to students.
The CNCC tuition conveniently includes housing (single occupancy) and meals (19 per week). Additional certificates included with the academy curriculum include TASER, radar, patrol rifle, and NHTSA DUI/SFST/HGN with wet lab. During each academy is an optional 40-hour wildland firefighting class. This course covers National Wildfire Coordinating Group curriculum (S130, S180 and S190). Upon completion you are eligible to obtain a Red Card. Also, during or following the academy is offered an Emergency Medical Responder (40 hours) course and a NASAR FUNSAR/SARTech II (45 hours) course.
NAU is located in Flagstaff, Arizona, within a short drive of nine units of the National Park System. This makes available outstanding opportunities to interact with supervisors in these parks to learn more about park operations and land management careers. As a part of coursework in resource protection, guided field trips to four of these units and formal meetings with park leaders are provided.
The class size is small with a maximum of 26 students admitted for each session. The program is approximately 16 weeks, with work full-time during the week and practical exercises scheduled on many weekends. Study is supported with extensive technology-enhanced (on-line) materials.
For those interested in a Bachelor of Science degree, the program constitutes the majority of work required for an emphasis (minor) in Park Protection. NAU also offers a Master of Science in Parks and Recreation Management for those aspiring to hold leadership positions in the NPS or other agencies.
The seasonal law enforcement program is conducted in a full-time academy setting with a typical week consisting of a minimum of40+ hours. The Director is a retired career Chief Park Ranger having been in involved over 49 years with most aspects of rangering and National Park Management. The Mount Vernon campus is located 30 minutes from the beaches and parks of the Pacific coast and 30 minutes form the Cascade mountains and North Cascades National Park.
