Some random questions that come to mind:

- What other products could be done from the household?  Can this go beyond garments?

- Have you spoken with stakeholders to get their thoughts? Factory owners, future household workers, suppliers, current factory workers?

- Have you thought of who this model goes against?  Who are the stakeholders that would resist this approach?

- How complicated would the transition be from a factory model to a decentralized model? Would you need the same stakeholders involved or are you completely removing this from the hands of the factory owners?

- What kind of training would need to be done to onboard the workers?  How would you do the screening and selection? What requirements would you need each worker to have (skills, equipment, experience, location, access to transportation... etc)

- How would you deal with quality assurance and control?

- What partners would you need to make this happen?

- What would a pilot look like?  I think testing this out on a small scale could go a long way to seeing and showing its potential. 

- Who else have you spoken with about this?  What were their thoughts/feedback?
