ANZAC Memorial Park (Linear Park Cleveland)

Redland City Council has given its support to the Redland RSL to develop a Memorial Park in Linear Park opposite the existing RSL Club and provide a contemplation park on land reserved for canal access and maintenance between existing private residences.

There was limited release of the proposal until a meeting with the RSL late last month where the attached sketches of the proposed development to four
residences in Kinsail Court we unveiled

The extent of the proposal without consultation to all residents affected by the development on both sides of Linear Park has come as a shock to all concerned.  The proposal includes tiered seating, 60 metre x 2 metre high wall with a private pavilion, amphitheatre, eternal flame, lighting and contemplation park

The proposal is to be built on existing parkland, open space and land set aside for ongoing canal maintenance

It seems our political representatives have been aware of the extent of the proposal, but no discussion or invitation has been offered to residents who are about to lose their parkland, which is essential for future residents of proposed high-rise development earmarked for the Shore Street area

The RSL should review its proposal and utilise the existing Memorial/Cenotaph and upgrade if necessary to accommodate the expected crowds for ANZAC 2015 or better still relocate the existing library and meeting hall to the new RSL property acquired in Middle Street late last year.

Is anyone surprised at this behaviour ? I for one would expect the lack of consultation having seen how they are managing a bigger development . The current council and MP's feel they are above public opinions , but they may well feel the anger and distrust at the next elections !

We have all known for a long time that there is likely to be a huge crowd attending the WW1 centenary events.
Rushing the development of a project that uses open space for facilities that will get very occasional use indicates a major planning failure by the Redland Shire Council.
We need a Council that listens to all stakeholders including the people who live in areas affected by proposed projects.

Just reading the CPTED Guidelines for Queensland which is based on preventing crime by good design, the Memorial Park Precinct by design may create
-  areas not easily visible & provide opportunity for concealment of potential offenders  
-  creates loss of privacy and security for the neighbouring residents
-  creates 'its back' to 'the front' of Kinsail Court residents which lessen surveillance / amenity and community security

Petition lodged at Council this week to ensure our Parkland stays parkland and not be developed, fingers crossed some common sense prevails

Community Greenspace is just that and it should not be seen as or used as a land bank for use by anyone with a good idea.  The value of greensapce in terms of amenity, health well being and enhanced land values and much more should be carefully weighed against quick and expedient uses.  This applies particularly to good and valued causes such as the Anzac memorial.  There should aspirations for the memorial to augment and complement the existing cenotaph area so people can emerse themselves in the spirit.  Taking over a park is not a mature approach to the (ab)use of public lands.

Council should show how the decision to allow alienation of the land to occur and how it weighed the benefits and costs of each option.
