[Docky] New feature: Kiosk Mode

We recently had a request to add a simple new feature to Docky to
remove settings from the dock menus. Once I pushed that fix, I
quickly realized that we now have enough features to implement a kiosk
mode.

What is a kiosk mode? Kiosks are computers run in public places and
available for public users, often for the purpose of showcasing some
specific software. Generally speaking, computers in this setting are
made to be 'read only' in that settings can not be modified. Docky
now supports such a mode, allowing you to configure your dock(s) and
then disable the ability to modify those settings from Docky itself.

Can you add the lock drags as a GUI option? I understand you are
against it but it would help with the annoyance of accidentally
dragging items of the dock. There is room for an option in the
settings dialog.

No. The feature is there and if you want it you can enable it via
gconf. Locking the drags is not a common feature that we will expose
in the UI.
