deleted_forms and invalid formset

Hi,

Please take a look at https://github.com/django/django/blob/master/django/forms/formsets.py#L204

if not self.is_valid() or not self.can_delete:

Anyone can give me rationale behind condition with is_valid? Shouldn't deleted_forms be available also in case when formset is invalid?
