Django configuration settings

What do I do about this setup message with Django 2.1: "settings are not configured.  You must either define the environment variable, DJANGO_SETTINGS_MODULE or call settings.configure() before accessing settings" ?  I do not understand this message.

Hi,

You should not run django from inside the packages directory. If you want to install and run django - try to check one of the tutorials - I recommend either the official tutorial:
