trouble in startproject

Hi,

I am new to django. I have installed django. I am trying to create new project using command "django-admin.py startproject mysite" but I am getting "django-admin.py is not recognized as an internal or external command, operable program or batch files". I have set up the path "C:\Python27;C:\Python27\Scripts" in system variables. 
Can someone help?

Do you have django installed?

pip install django

Does django-admin.py exist in either C:\Python27 or C:\Python27\Scripts?
