[https://github.com/OSGeo/PROJ/releases/tag/4.9.3 PROJ 4.9.3] was released
in August 2016. PROJ version support seems like a similar situation as
GEOS libraries which we generally support about 5 years after released.

Seems linux distributions have good enough support for >5 too at this
stage.
