npm run watch missing package.json

Hi, I want to customize the scss/css styles and the docs advise to run 'npm run watch'

here:

as well as in the readme.rst's

However, when I run that command I get an error:

ENOENT: no such file or directory, open '/code/package.json'

It seems that the package.json is not automatically created with ./manage.py oscar_fork_statics. Can somebody please advise what it should contain and it may be worth updating the documentation accordingly.
