How to offer shipping price to a list of customer ?

Hi,

We want to offer shipping price to a list of customer.

One solution would be to add a third Kind of Voucher : Either absolute or percentage OR shipping price.
and in this third Kind : Value of Voucher = shipping price.

Other idea, such as specific criteria in a free shipping method ?

any idea ?

Hi, 

I would probably go for a specific criteria. Unfortunately in 0.7/0.8 there is no API to plugin own criteria. There is one in 0.9.
