I don't know if there's a polite way to say this... Are you serious?

You're making a proposal for 12 weeks of work, for which you will be
paid US$5000.

Your proposal runs to 19 lines of text, *including* 6 lines of
headings and preamble. So 13 lines of actual content.

8 of these 13 lines are a brief summary of 4 tickets you intend to address.

Three of these tickets (#2411, #11294, #13196) are minor fixes.
Someone familiar with the code could probably fix all three in a day.
I have no doubt that there are many tickets that have a similar effort
requirement, but you have provided no evidence to suggest that you
have investigated that this is actually the case (i.e., that there are
250-300 open trivial admin tickets), or how you will choose the
trivial admin tickets to fix.

The last ticket - #13 - is the oldest open ticket in our Trac install.
There is an extensive discussion of the issue on the ticket, and a
significant recent checkin that at least partially addresses the
problem. However, you've provided no evidence that you have a solution
to this problem, or that you've even thought about the implications of
this ticket.

So -- it's unclear whether you're proposing to fix lots of little
issues, or a small number of big issues -- but either way, you haven't
given us enough detail to work out how you're going to approach the
problem. So, there's 8 lines that don't tell us anything.

As for the schedule: 2 lines, that pretty much says "12 weeks: do
work". This provides no basis on which we can evaluate your progress,
and as such, is useless.

So - your proposal contains 3 lines of useful content: a 1 line
summary, and 2 lines of biography. With this, you hope to convince us
to give you US$5000, and commit 12 weeks of volunteer time to mentor
you and make sure you get paid.

Put yourself in our shoes. What would you say?

I'm sorry if this appears excessively harsh, but you really haven't
given us *anything* to work with here. To point out exactly how absurd
this is: the *summary* of the housekeeping project in Django's wiki is
almost twice the length of your "detailed" proposal.

Saying "I'm going to work on tickets for 12 weeks" isn't a proposal.
We'd love to have someone address niggling admin issues. However,
we're not going to pick your proposal unless you convince us that:
* You understand the problem
* You have a plan for addressing the problem
* You have the capabilities to implement that plan

By way of comparison: here's a successful project application from
last year. This project proposed to do some cleanup of HTTP and WSGI
handling in Django.
