I want to participate in the program. Are you accepting proposals for
review and feedback? If you are doing so, until when would you be
doing so? till the application starts or ends? I think it would be
really helpful.

Details about Django's participation in the GSoC is available on our
wiki [1]. In short, Yes, we are accepting proposals for review and
feedback, right up until the end of the application period.
