[GSoC] Submission Guidelines

What should I do with a proposal I am thinking about for GSoC?

The Django wiki page says that "This year we're doing all GSOC-related communication via the ​django-developers mailing list. Any proposals for GSOC should be submitted there, as well as discussion on the proposed projects and any updates that students post." However, Google says that "all proposals should be submitted to the mentoring organization using the 2014 program site. Proposals submitted outside of the 2014 program site will not be considered for Google Summer of Code."

Should I submit an idea to this mailing list for review and then submit the formal version to Google?

That's exactly right. You've got a couple of weeks to kick around ideas and get reviews from the community on your GSoC proposal; once you're happy with it, you submit it formally to Google.
