buttons for structure and content on the django cms

I am using Django cms to create a webpage, but the structure and content button is not showing up when it should have by now 

i am following this template  : http://docs.django-cms.org/en/latest/introduction/02-templates_placeholders.html

No errors are showing the Django site is simply not up.
