'Settings' object has no attribute 'ROOT_URLCONF'

如题，我在运行django页面的时候产生一个这样的异常，不知道哪位大虾知道是什么原因么，在我的settings.py中ROOT_URLCONF
这个属性是存在且正确的。

GOOGLE上搜过，没有找到解决方案。
