They are, if you read the article. They are starting a campaign to have their researchers
publish openly, which probably will include fees to publish in advance of publication, then
no fee forever after for access. They sounded like they might start a movement similar in
cachet to "going green", since it is for the betterment of society. They've openly spoken
out that it's not just a library budget issue.
